Strategies for Shippers to Manage Rail Congestion on U.S. West Coast Ports

Shippers are increasingly facing significant challenges navigating rail congestion at key U.S. West Coast ports, particularly Los Angeles, Long Beach, and Oakland, due to a confluence of high peak season demand, strategic rerouting to avert East and Gulf Coast strikes, and anticipated tariff hikes. Rail Dwell Time Concerns

The primary issues revolve around prolonged rail dwell times, which significantly impact efficiency at these ports. At the Port of Long Beach, the average rail dwell time has reached approximately four days, while at Los Angeles, it has extended to nearly eight days, well above the ideal two to four days. These extended dwell times indicate a clear strain on rail operations, struggling to handle the increased cargo volumes. In contrast, the Port of Oakland has reported stable conditions, without any noticeable increase in dwell times.

Rail Operators’ Strategies

To counter these challenges, major rail operators like BNSF Railway and Union Pacific are implementing various strategies to manage the congestion. BNSF Railway has set up a staging yard aimed at optimizing cargo handling processes. Meanwhile, Union Pacific is focused on enhancing network fluidity to accommodate the surge in international volumes, particularly around the Los Angeles area. These measures are critical as they strive to alleviate the bottlenecks and improve overall operational efficiency.

Alternative Measures by Shippers

Shippers are exploring various strategies, such as diversifying their routes, investing in more efficient technologies, and collaborating closely with port authorities to improve throughput and reduce bottlenecks. The ports in Los Angeles and Long Beach serve as major hubs for international trade, and when they face delays, the entire supply chain feels the impact. The addition of rerouted cargo from shippers aiming to avoid labor disputes on the other coasts only exacerbates the problem at these West Coast entry points.
